The Yokogawa WT5000 Precision Power Analyzer and DL950 ScopeCorder have a function to measure electrical angles. This function can be used to calculate the dq-axis parameters of PMSMs. 
This white paper describe how to calculate dq-axis parameters along with actual measurement results using the WT5000 and DL950.
